I've tried a couple different ways of producing a pencil-image from a photo, and these are the results:
Check out both, I like the effect the first gives
Sketching in 4 steps
1. Take your image, the higher quality the better.

2. Make it B/W
a ) Ctrl+U and slide saturation to "0"
or b ) Shift+Ctrl+U to remove color (I did this in elements, and can't rememver if that's the same for other versions of PS)

3. Duplicate the layer and invert colors (Ctrl+I)
Then set that layer's blending mode to "Color Dodge"
Your image should be nearly white:

4. Apply a "Filter>Blur>Gaussian Blur" to the "color dodge" layer. I used 3 px but it can be from 1-10 depending on how you want your image to look. Presto! That's it!

The second method
This one's even easeier. Take your image and apply a "Photocopy" Filter (Filter>Sketch>Photocopy)
For my image, I used Detail=1 Darkness=25, it may be different on yours.
