Never actually done it but the question was asked and answered in the 'tutorial' section of this site. Try looking around before you ask these questions, alot of people won't answer if it's already been covered....

I'm also having some trouble doing burnout smoke, seems to me there's going to have to be way more effort put into it than it's worth.

My friend just did a burnout in front of my house, left a huge mark, and the smoke clouded my whole street for about 20 minutes. I'm going to take some high res pictures of him doing that again, so I can study the smoke. But that's not going to be for another 10 days, i'm off on a vacation tonight. B)

Ok, without pictures, im gonna do this as best i can....

1) make a new layer (dont copy the layer, just make a new one)
2) make sure your default colors (black and white) are selected
3) go to filter --> render --> clouds
4) go to the layers pallette and lower the opacity to 50% or so, just enough so you can see through the "smoke"
5) get out that eraser and go to work... erase most of the pic, just so that theres a good deal of smoke around the back wheel, and make it drift backwards. (of course, if its a fwd car, have it come from the front... lol)
6) depending on how it looks, up or down the opacity until it looks right (you should be able to see through it... it shouldnt be completly opaque)

sometime soon i'll post pics so its easier to understand
