I think it should be a lot lower to live up to it's license plate.
The wheels are kinda blurry and loose the vynil and nuespeed decal.

Yeah bro i'd drop it on the frame, neg camber the rollers and give it a matte black paint job and pin stripe it.
Also, the front wheel needs some lip. Too much difference between front and rear.

well, the stance doesnt quite match the license plate. and i would like you to take a look at this thread in regards to your neuspeed decal.

hahaha, i've seen that thread before, its just a piece of neuspeed >.< i didn't even meant to put it there T_T. i just see it in my files and don't know why my hand is putting that stupid decal on that rover.....

Hey bro, figured others might be interested too so i'll post it here.
Actually the key element to matte or flat paint jobs is primarily removing reflectons and effective blurring to make the paint look dull.
The best results are obtained from totally rebrushing but you can get pretty decent results with an easier method, which i'll briefly explain.
1. The first thing to do is use the pen or lasso and select the entire car body, then copy and paste to a new layer above the original.
2. Then choose Image>Adjustment>Hue/Saturation, make sure to check the colorize box and desaturate the image, moving the bar all the way to the left.
3. Next go to Image>Adjustment>Brightness/Contrast and adjust levels to darken the image to your liking.
5. Now begin selecting and cutting the glass, taillights etc. to reveal the original colored areas, below.
6. Then Ctrl>D to de-select, grab the blur tool and choose a soft medium sized brush, reduce the strength down to around 50-70 % and begin blurring highlites and reflections.
7. Then select a new layer, grab a medium to large soft brush, choose a dark blue color and brush in some color along the body contours where the darker sections graduate toward the light. Then Filter>Gaussian blur to blend leaving subtle traces of color.
8. Remove chrome, de-badge, shave and smooth as much as you can. Really adds to the effect.
9. Add some new white lines along sharp body lines and then gaussian blur as needed.

Thats the quick and dirty method and heres an example I did in about five minutes using your pic. :D
