if the wheel is turned and u want to put in new rims, how do u tuck them behind the front bumper?

You need to explain yourself better.

I think what you mean is putting the new rim exactly where the old one is even though part of the rim is covered by the bumper,right??

If so, after you place the new rim where you want it make a selection around the part of the bumper that should cover the rim. Now select your new rim layer and erase(or delete) whatever is in the selection that you made of the bumper. Make sense?
