Selecting Cirlces Within Circles..?!?!

Im trying to make angel eyes on my headlights. I select the headlight, and then I have to go around that circle to finish off the width of how i want the glow to be. So, I hold ALT to be able to start making another circle aruond it and when it gets to connect it it says "Warning: No Pixels were selected."

WTF does that mean? I tried all of the tools to be able to select a circle over my other circle selection and they all say the same thing and won't let me do it.

Can someone help me out with this please!!!

Arn't you sopose to use SHIFT.

Make your circle, and then select>>modify>>border and put in number of pixels.

start on ur original layer and make the cricle then go to select>modify>contract by however many pixels u want and then hit ctrl+j (layer via copy) :D
