How does this guy do this effect?

I've tried several attempts and have all failed. anyone have any ideas?

Select the rectangular section that is blurry and blur it in a new layer. Then select the vehicle above that line and copy that to a new layer above the blurred layer.

Could you please tell again, in steps? I can't seem to understand what you are meaning by rectangular section..

the rectangular section is from the bottom of the tires to the top of the image.

First: cut out the car and put it on a new layer

2nd: select that rectangle that I mentioned and copy to new layer

3rd: use filter>blur to get the effect on the rectangle

Arrange your layers as follows

top to bottom:

-cut out car
-blurred rectangle
-unaltered background

I didn't mean the blurr, I mean they way his car is very subtle cartoony...It looks like a drawing..

well the car isnt tooned so I would say its the blur thing, plus a good starting picture, plus some contrast editing

lol i know its not tooned, but you know what im saying how its toony?

I've tried that and no good results. The original photos was good thats why his editing had a nice outcome.

But I have been trying to figure out for a while....

Still nada, anyone else care to chime in?

Carty hit it on the dot, I would add to what he said, but thats it! Just play around with the settings. That started as a really clear shot, make sure you start with nothing less.

outline the car, if you havent saved the path. make a new layer with just the car.

then select the layer with the background and apply a blur.

and the best thing to do is just mess with the different blur settings.

I love using the lens blur. you can synthesize all different types of lens blurs with ease.

and by the looks of the car, sharpening was used quite a bit too to give it that look.

I've tried all that...

Everyone disregard the DOF in the original photo...i know how to do that while taking the photo and in ps...

but the actuall effect the car has..

i think red_s13 might be right or maybe its just me but there dose seem to be some effects on the side

i think its an effect from the camera.....
if you look at the front tire, it looks a lil blurry also....
that "toon" look is probly because the photo was taken on a really clear day,
probly after a rain or something
(yes, small things like that do affect photos..)

GIMP as has a cartoonify effect so thats the effect you get when you use cartoonify and blur togehert i guess

No, I do photography aswell, there's no way to get that effect from a really clear day..wtf lol

If shots after/during/before rain, nothing has ever come of it, maybe besides my lense foggin up..

They guys does the editing asides, and he wont tell...its just driving me crazy that i can even get close..

Before i knew how to do repainting all my cars looked like this. I think its more to do with creating very hard lines around most parts of the car also the body panel lines must be made quite clear and dont add any highlighted lines like next to the bodypanel lines, that causes the car to apear sort of flatter than normal which gives that half tooned image. Its funny that you wanna get that effect and a month ago i thought i was gonna go insane coz i couldnt get rid of that look as i didnt know how to!!

Well I think Carty and red_s13 are on the right track
In my opinion I believe this effect is accomplished by using multiple layers, filter effects and contrast adjustments.

Heres what you do.
Pick a suitable High Res shot of similar layout. Another words, good lighting, depth of field and not alot of distracting elements.
Select, cut and paste the car to its own layer above the original pic.
Back on the original, grab the retangle selection tool and starting at the top select the whole width of the pic and pull down. On this particular example he went all the way to the bottom front edge of the front tire, but it really depends on the pic.
Copy and paste this to a new layer above the original.

Now, on the layer you just made, Filer > Blur > Gaussian Blur and you get the out of focus, depth of field background. Dont get too crazy with the amount of blur, but you want enough for it to be easily noticable that its out of focus.

Now go to the new layer you made of the car, which should be your upper most layer now, and duplicate it. On the new layer go to Filter > Artistic > Poster Edges. Adjust the levels there to suit but to get something like reds example here your going to want to make it subtle. On the example I have posted I used an Edge Thickness setting of 2, Intensity of 1 and set the Posterization at 6.
After you make your effect on this layer you then will need to use the eraser tool and get rid of a lot of extraneous dark areas on the car, leaving the outline around the car and anywhere else thats looks good to you. You can then go to the layer right below, grab the blur tool and smooth some of the hard edges out for further smoothing effect.
Add a few highlites on another layer on top of everything.
Then merge your layers, save it as a JPEG, then back off the merge to keep your original .psd intact and save it too.
Then I opened the JPEG, selected the car once more and made some brightness/contrast adjustments to make the car more vivid.
This took me a little over an hour to do the car and write the post.
Probably would have been better to use something besides a black car but I just grabbed the first decent pic I ran acrossed.
