I think it still fusolaces enough wind for it to go up and over the driver, instead of into their face....kinda the same way a spoiler works, just for a different reason.
If not, it might just be for show.... I've seen a BMW with speakers on the back bumper, so you never really know until you find out yourself.....

And, about the car--
That's hardly even a civic any more!!!!
Almost nothing on it still has the original civic look to it....
You shoulda added the retractable spoiler to it, like on the porches and the veyron.
But I gotta say, that's probly the ONLY civic id ever drive!!!

WHOA thats insane buddy!
I love the body work and speedster styling.
The big problem I see here and this is usually the case with any chop that involves this much brushing, is realism.
To sell this as a real car you have more work to do, first of which would be to get some real reflections on there.

Yeah, something that's extremely hard to do is to give it the right texture also...
That's my main technique for finding fakes....
(but still not very effective sometimes....)
I've managed to get the texture right only for steel bars, got lucky when making a roll cage....
