i think that is hand done cause look where is the other fog light ok..............the csl has a second fog light on the right hand side of the car.......ok

ok the hood,wheels,lights,and mirrors were dpne using the cutout filter..the rest is all hand done and no george3soccer..it only has 1 intake on the left..no foglights what so ever

guys.. he could've changed it BEFORE using filters.. u never kno... anyways, he'll pop back in here and tell us if he had filtered it or not..

im pretty sure that that is a filter, either that or someone has WAY to much time on their hands, but you can tell its a filter by how many colors there are and how many small areas are that arent shaded (top left of the hood). it is impossible for this to be a hand-done toon. definatly a filter

i think you might be able to get that filter without eyecandy.... i think its in the pixelate area you just have to mess around with the pixel size and such

i'm thinking he did part of it by hand, starting w/ the grille... he may have gotten sick of it, and filtered the rest.. who knows
