Photoshop help

Ok so im new to this site and have no idea how to do a photoshop, I have the pic in my pc, Can somone tell me where to start? Im not looking for someone to do one for me just some guidance on how to chop a picture... Oh i have been looking through this site and maybee i am missing it but cant find anything to help me...

best place to start is with a photo editing program, either GIMP, which is free, or Photoshop, which isn't. Get one of them, and let me know which, then I will post a link to tutorials for the program u get.
