or if there i sa tutorial for one or if someone could make me one.

Yes, There would not be a particular set of instructions to setup a tutorial. They appear to be using the line tool with the 3d text. They may have drawn it and then scanned it. There are tones of ways of doing so. You can even download 3d text to use in photoshop. Too many ways of doing it.

Well said. Plus there's nothing difficult there. Just a tasteful way of combining the line tool, text, free transform, and invert colors. And of course superimposing the car.
