OR YOU CAN DO IT THIS WAY
Take a large high resolution image. Create a lens flare on the image and then tap Cntrl Z removing the flare. Create a new layer and then fill it black.
In the new layer create a lens flare. The lens flare will appear in the exact location that you had created in the original image that you removed using the CNTRL Z option.
Now go back to the original image and do another lens flare and then repeat the process of using the CNTRL Z option and then return to the new layer and use filter / render / lens flare. The new lens flare will be in the position of the light from the original image.
Now change the second layers mode to screen which will remove the black from the image.
Now you can open the image / adjustments and HUE SATURATION window and move the slider to the desired color that you would like the flare to be. In this case it is green.
You can now adjust the levels of the second layer that contains the flares. This can create a brightened or more sullen effect as seen in the image above.
Go back to the original layer and open the filter / render / lighting effects and create you desired darkness for the layer allowing more light to the front of the car, as that is where the headlights are.
The desired effect should look something like the image above.
