I was wondering how people do car concept/rendering drawings in Photoshop?

I want to take this...

Most of them usually use tablets; like Wacom, if anything. They probably use Illustrator to do these as well, and not Photoshop. If I were to do one, I would do the outline in Illustrator, and color it with Photoshop.

Most of the drawings you see, aren't done in photoshop, they're done by hand; no digital devices used whatsoever.

If you do one in Photoshop exclusively, it ends up looking quite different depending on the style of drawing done. For instance; here is one I did of our '66 C10 Panel truck:

There's various ways to do things depending on your skill, style and patience; I've done line-art of the Panel as well; but I wouldn't call it a concept.

what suz said is correct ppl use tablets or scans to get their unique designs and then use either photoshop or illustrator or both to do the rest. I think the other answer to your question is that they are usually just very advanced toons. try using that perspective and see if you can understand it a bit more.

Can be done in either but most pro illustrators prefer Illustrator because of, aside from the catchy name, its vector capabilities.
Illustrator creates vector graphics and vector text. Vectors consist of lines and curves that contain mathematical objects that can easily be scaled by computer to any size without losing quality. This is a preferred format for print media, which illustrations are usually meant for; ie. posters, t-shirt and magazine print.
Photoshop creates bitmap images based on pixels.
Bitmapped graphics are measured by the number of dots per unit - typically referred to as dpi (dots per inch). These bitmap graphics are much larger in file size than vector graphics and are subject to diminished change in quality if you enlarge it or reduce it. Bitmap images are superior in terms of blends of color, spectrum and definition.
Heres a couple of illustration examples I have done using Photoshop.
