Hi im New and I Have Photoshop CS4 Extended I am quite new to Digimodding But im getting better at it Tips would be really helpful

Welcome to PSC buddy.
As far as tips go, were loaded with them.
You definitely got one of the best tools available with CS4.
However, not knkowing exactly where you are skill-wise, my only tiips at this point would be:
1. Go through as many tutes as you can handle.
2. Get the PS basics down.
3. Begin with some simple chops - Lowering, changing wheels/tires, backgrounds colors etc..
4. Start posting your work.
