Start with a bright high resolution image

Next create a new layer, fill the new layer with white or black and then add noise to the image. You can use guasian or monochrome it really doesn't matter. Make sure the level is fairly high.

Once the noise has been added create a motion blur on the noise in the direction that you want the rain to be travelling in.

Then we will set the blending mode to screen. This will get rid of the black.

Set the levels of the layer to whatever you desire , the closer the sliders come together the less rain activity you will have.

Create a new layer and put it inbetween the background image and the rain layer. Create a black to white gradient in this layer and only drag the gradient about half way down the image. Then apply the Multiply mode and you can reduce the opacity if you like.

Go back to the background image that has the picture of the car and lower the brightness to match the gradient that you applied. It should darken the whole picture giving it a gloomy look.

This is how it should turn out.

no offense but you havent put enough detail into the tutorial, for example where do you get blending options from and how do you set it too screen, you should say layer>>>>layer options (etc etc) on how to get to things, could you improve on the deatial of your explenations beneath each picture.

ok heres another method:

choose your piccy - try to get one with no sun - just a plain greyish sky

1. lassoo the whole image, then darken it so that the sky looks like a rain cloud colour
2. add noise - monochromatic - not too much - only 10-20
3. motion blur - no more than 15px

and there you go - it should look fairly realistic and is a good quick way to add rain to your image

if you want to add more realism, i.e. is the car is moving and you want some spray, creat a new layer over the rain effect, then select white on the colours box, set your airbrush to 50px and 15% opacity, then carefully dot in a sutable about of spray around the wheels and car - then finally, to make it look totally real, select the whole layer with the spray on, and do a radial blur - best quality and about 20% spin - it looks pretty good then

i'll post a picture of the finished result and might even do a proper tutorial if you guys want?

just a wee thing to make the rain look a bit more realistic... use a filter called mezztoint and choose one of the dot ones instead of noise it makes it a bit more random and not thousnads of rain drops goin the exact same way
