Night Time Skyline
This tutorial will show you how to change a boring night sky to a star lit one.

Step 1:

Lets start with this Australian Skyline.

Step 2:

Create a new layer.

Step 3:

Fill the new layer with black using the paint bucket tool.

Step 4:

Now choose Filter/Texture/Grain on your new black layer. 1 intensity and 100 contrast.  Make sure your grain type is Sprinkles.

Step 5:

Your image should look someting like this now.

Step 6:

Use the eraser tool and get rid of the excess stars around the buildings and the water.  Change your eraser tool to a soft brush and then make the opacity around 30% and go around the rest of the stars in the sky.  This will get rid of a lot of the cluster's of stars giving it a more realistic look.

Step 7:

Now choose Image/Adjustments/Brightness/Contrast.  Choose something similar to what I have below.

Step 8:

You should end up with something like this.
